Courtney De Pol oversees Public Safety, Development Services and Human Resources. She started her career with Manatee County in January, 2022, as the Development Services Department Director, where she has helped reorganize, recruit talent and relaunch a more-customer-focused approach. Prior to her time with Manatee County, De Pol worked with the Federal Government, Department of the Navy, local government and the private sector.

De Pol earned her Civil Engineering degree from Vanderbilt University and recently received her Master’s in Engineering Management from Pennsylvania State University. She is a licensed Professional Engineer in civil engineering.

Bryan Parnell is responsible for Property Management, Natural Resources, Sports & Leisure Services and the Convention & Visitors Bureau. Parnell retired from the U.S. Navy, where he most recently served as the Assistant Regional Engineer for Navy Region Southeast. In that position, he was responsible for programming and execution of a $925M annual budget across 18 naval installations which include 24,000 facilities and 170,000 acres of property.

A registered Professional Engineer in Florida and a Certified Energy Manager, Parnell earned a Bachelor’s in Architectural Engineering from Pennsylvania State University and a Master’s of Engineering in Project Management from the University of Maryland.

Evan Pilachowski oversees Utilities, Public Works and Financial Management. Prior to this role, he served as the Director of Manatee County Utilities for one year. Pilachowski has decades of professional experience. His most recent role before joining the County in October 2022, was Director of Business Enterprise Systems for the Bureau of Wastewater Treatment for the New York City Department of Environmental Protection.

A Professional Engineer, Pilachowski holds a bachelor’s degree and a master’s degree in civil engineering.

Andy ButterfieldAndrew ("Andy") Butterfield

Andy Butterfield oversees Information Technology, Community & Veterans Services and Records & Information Management. In addition, he's responsible for legislative affairs, acting as a liaison with community partners (e.g. Cities, County Clerk) and reviewing processes and procedures. 

Prior to joining Manatee County, Butterfield was the Operations Manager for City of St. Pete Beach (2019-23). His experience includes serving as the Director of Veteran Affairs at Brown University in Providence, RI. Prior to that, he had a 36-year career in the U.S. Navy, serving most recently as Deputy Chief of Staff at U.S. Special Operations Command and Joint Base Deputy Commander/Naval Support Activity Commander at Joint Base McGuire-Dix-Lakehurst, NJ.

Butterfield holds a bachelor’s degree in Naval Science and Political Science from the U.S. Naval Academy, a master’s degree in national security affairs from the U.S. Naval Post-Graduate School and a master’s degree in public administration from Harvard University, John F. Kennedy School of Government.
